[Skill Crest] Time Stop (Mystics)

All Skill Crests have two options. You may only choose one of them. Once they are equipped, they can be recovered by NPCs Bailey (Carderock Pass) / Stashy (Saint's Haven).

Time Stop Crest can either: 
1. Reduce the Cooldown.
2. Reduce the MP cost.


Suggestion:
Reduce the Cooldown. (Major skill for crowd control)


Magic
1. Cooldown is decreased by 6%.
2. MP cost is decreased by 10%.

Rare
1. Cooldown is decreased by 8%.
2. MP cost is decreased by 30%.

Epic
1. Cooldown is decreased by 10%.
2. MP cost is decreased by 50%.
