[Skill Crest] Beam Tempest (Mystics)

All Skill Crests have two options. You may only choose one of them. Once they are equipped, they can be recovered by NPCs Bailey (Carderock Pass) / Stashy (Saint's Haven).

Beam Tempest Crest can either: 
1. Increase the Damage.
2. Reduce the Cooldown.


Suggestion:
Increase the Damage. (6% Cooldown does not help much, only 7.5 seconds shorter)


Magic
1. Damage is increased by 5%.
2. Cooldown is decreased by 2%.

Rare
1. Damage is increased by 10%.
2. Cooldown is decreased by 4%.

Epic
1. Damage is increased by 20%.
2. Cooldown is decreased by 6%.
