All Skill Crests have two options. You may only choose one of them. Once they are equipped, they can be recovered by NPCs Bailey (Carderock Pass) / Stashy (Saint's Haven).
1. Increase the Damage.
2. Reduce the Cooldown.

Increase the Damage. (Powerful damage output)
Where can you find this Epic Crest?
You need to fulfil the following conditions:
- Black Sovereign Tower at Abyss difficulty;
- Dimensional Box Key x1;
- Gold Dimensional Rabbit (Black body with white hat) appears.
Magic
1. Damage is increased by 5%.
2. Cooldown is decreased by 4%.
Rare
1. Damage is increased by 10%.
2. Cooldown is decreased by 8%.
Epic
1. Damage is increased by 20%.
2. Cooldown is decreased by 12%.

what does rule no 2 means? do i need to carry Dimensional Box Key?
Yes, you need to have a Dimensional Box Key in your inventory. If you happen to see a Gold Dimensional Rabbit at the end of the dungeon, it will drop an Epic crest if you have a key as well.
